The Coronavirus Aid, Relief, and Economic Security Act (CARES) Act was signed into law on March 27, 2020.  The CARES Act provided $5 billion in supplemental Community Development Block Grant Coronavirus (CDBG-CV). This funding is intended to be used to prevent, prepare for and respond to the COVID-19 pandemic.  

CDBG-CV Program Guidance and Requirements

All CDBG-CV-funded activities must be in relation to the pandemic. Applicants must provide a narrative on how each activity supports efforts to "prevent, prepare for, and respond to coronavirus...". Grantees must have adequate policies and procedures to prevent benefits duplication.

APPLICATION PERIOD HAS CLOSED

Grant requests: $15,000 minimum - $30,000 maximum

Must be a nonprofit entity with active System of Award (SAM) registration

Services/activities must meet one of three CDBG national objectives:

  • Benefit to low and moderate income (LMI) persons
  • Aid in the prevention or elimination of slums or blight
  • Meet a need having a particular urgency (referred to as urgent need)

Eligible Activities

  • Equipment Purchases
  • Inventory
  • Staff Training Activities including travel
  • Vehicles for specific use associated with COVID Eligible activities.  See Guidelines
  • Lease Hold or Capital Improvements to office or program space
  • Purchase Order for equipment, inventory, vehicles requested in grant application.
  • Contract/Registration information for staff training activities proposed.
  • Construction/Services Agreement with contractor for proposed lease hold improvements.  Contracts should include breakdown of costs to be paid from CDBG-CV Funds and costs incurred by subrecipient.

Upon receipt of these materials and the execution of the subrecipient agreement, the Town will reimburse the approved activities.
