ARPA Grant Application Form

The Town of Hamden received $24,140,338 in Coronavirus State and Local Recovery Funds authorized by the American Rescue Plan Act (ARPA) and administered though the U.S. Department of Treasury to address local needs generated by the COVID-19 pandemic.

The Town of Hamden Legislative Council has allocated $200,000 for relief to small businesses licensed/operating in the Town of Hamden that have been negatively impacted by the COVID-19 pandemic. Funds will be disbursed using a cost reimbursement method of payment.

  • Maximum grant award: $12,500
  • Application period: May 1, 2024 – May 31, 2024 at 4pm.
  • Awards will be announced: June 2024

Eligibility Requirements:

  • For the purposes of the Town of Hamden Small Business Grant Program, “small business” is defined as a business with average annual gross receipts of < $1.5M.
  • Small business must be registered with the State of CT and operate within the Town of Hamden (IRS Determination Letter).
  • The business existed in January 2019 and is presently operational.
  • Small Business must demonstrate negative impact of COVID-19 pandemic (Must submit tax returns/990s from 2019, 2020, 2021, and 2022).
  • Demonstrate how funds will be used to address the negative impact NOT addressed by other pandemic relief from other local, state, or federal financial assistance.
  • Valid business license # (if applicable).
  • Department of Revenue Services (DRS) status letter.
  • Letter of Good Standing from Town of Hamden Tax Office.
  • Screenshot of Active Unique Entity Identifier (UEI) number.
  • Certificate of Insurance (General Liability).
  • One application per business.

  • Debt (including fines, penalties, damages, settlements)
  • Advertising/public relations/marketing costs

  • Severance pay
  • Conference (meeting, retreat, seminar, symposium, workshop)
  • Contributions and donations
  • Defense in criminal and civil proceedings
  • Entertainment costs
  • Goods or services for personal use
  • Interest/financing costs
  • Lobbying
  • Memberships, subscriptions, professional activities

Post-Award: Required to enter into grant agreement with the Town of Hamden.
